I am Penelope, a cute black and white terrier. I still have lots of puppy in me but am shy at times, not really! I do come out when I feel safe and loved. I need a home with soft spoken humans that don't jump around and scare me. I have been in a foster home and loved the lady and other dog. We got along great, but I was afraid of the man in the home.
